Project Overview 

Description of the Project 

El Paso County has been developing transportation plans on a regular basis for many years and has been updating and fine-tuning the planning process each time. In the 2045 MTCP Update, we will work to understand how the MTCP can be improved to better serve the County’s needs. 

The last plan, the 2040 Major Transportation Corridors Plan Update, has served the County well for the past 5-plus years as a guide to transportation system investments, development coordination on transportation improvements, and coordination with County and interagency corridor studies. While the update may echo many aspects of previous planning, such as: 

  • Corridor-based plan 

  • Focus on the unincorporated County 

  • Recognition of the predominance of the roadway/private vehicle mode, together with the importance of transit and active modes for many residents 

  • Parallel road impact fee update, and 

  • Online-based community outreach and input

Other aspects of the study process may change more substantially considering lessons learned and changing conditions, such as

  • Demographic Forecasts: New Census data and a review of the Pikes Peak Area Council of Governments (PPACG) forecasts 

  • Updated planning from incorporated areas and the State: Incorporate new Colorado Springs plans including PlanCOS, ConnectCOS, and Mountain Metro Transit (MMT) long-range plan, new Fountain plan, and the Colorado Department of Transportation (CDOT) 10-year plan. 

  • Military Installations: Incorporate changes to levels of activity and missions of the County’s several military installations. 

  • Phasing of Needs: Project phasing recommendations to assist in prioritizing projects for inclusion in funding programs and applications. 

  • New Funding Climate: Include an understanding of several significant developments in transportation funding since the last plan, including federal, state, and regional. 

  • New Technology: Expand the previous plan’s short section on new technology to recognize new developments, including increased national, state, and regional focus on electric vehicles. 

  • New State and Federal Laws, Regulations, and Policies: Including transportation funding, climate change, and equity.
